It is 20 years since Wales voted narrowly in favour of devolution. Since the inauguration of the First National Assembly of Wales in 1999, the devolution settlement in Wales has evolved significantly with three further constitutional Acts in the succeeding years, with the most recent, the Wales Act 2017 coming into force in 2017. The National Assembly for Wales is now a legislature with significant primary legislative powers. Consequently, the legislation applying in Wales is beginning to diverge significantly from that in England.
