The planning system is undergoing change on an enormous scale. Government is proposing in its draft national planning policy framework document a fundamental changes to the planning system, including introducing a presumption in favour of sustainable development. In addition, the Localism Act 2011 introduces new freedoms and flexibilities for local government, new rights and powers for communities, and aims to bring decision making to a more local level. This is all intended to make the planning system more democratic and more effective. This course comprises an update in respect of the above, and also covers the new Community Infrastructure Levy, recent case law and Inspector decisions.
